Sport: Consultation process over whip use in horseracing subject to delays

The British Horseracing Authority [BHA] recently provided an update on its consultation and review of the whip being used in British horseracing, with proceedings set to be slightly delayed because of the pandemic.

The initial consultation period on the matter spanned July to September 2021, involving many industry stakeholders including the Racehorse Owners Association. After this consultation period, focus groups came together for discussions with the relevant bodies within the sport.

One of these bodies is the Whip Consultation Steering Group, comprised of racing industry experts and representatives, as well as individuals within politics, horse welfare and the media. The group was formed with a mandate to assess the responses to the consultation and propose any recommendations that may be put to the BHA Board. At the present time, it is in the process of considering and discussing any recommendations that may go to the Board.

The group had initially planned to conclude this part of the process in February 2022, but it is now likely to be close to the beginning of spring after the pandemic led to several logistical challenges. In order for the group’s final recommendations to be given ample time for consideration by the BHA Board, they will now be put forward in April, two months later than planned.

After consideration, the Board will consider any amendments that it might recommend and the full report on the matter shall be finalised. Should no further delays arise, then the report and its recommendations are set to be published in May 2022.

A significant period dedicated to training, education and adjustment would then occur during the summer months and early autumn, with any new regulations like to be implemented in mid-to-late autumn.
